OSBC Re-Accredited by CSBS
By: Erik Berggren, Review Examiner
If you look back at our Spring 2005 edition of Quarterly Interest, you will find an article entitled "The CSBS Accreditation Process". That article outlines the OSBC's voluntary participation in the Conference of State Bank Supervisors (CSBS) accreditation program. At the time that article was written, the OSBC was preparing to submit its 83-page self-evaluation questionnaire to CSBS and then await the arrival of the CSBS Review Team. The Review Team performed its on-site examination from May 9th through May 11th.
We are pleased to convey that, in a letter from CSBS dated August 1, 2005, Commissioner Norris was officially notified of the OSBC's success in receiving its third certificate of accreditation. An excerpt from that letter reads as follows:
"....The CSBS Accreditation Program identifies banking departments that serve the citizens of their State by operating a capable and professional regulatory program. As a fellow regulator, I congratulate you on your role in heading a superior department."
Scott D. Clarke, Chairman,
Performance Standards Committee
Additionally, the August 19, 2005, edition of CSBS's weekly newsletter named "CSBS Examiner" contained the following announcement:
The Kansas Office of the State Bank Commissioner received its third certificate of accreditation from CSBS, certifying that the department maintains the highest standards and practices in state banking supervision. The Office was first accredited in 1995, and as of March 31, 2005, supervised 261 commercial banks with total assets of $27.4 billion, and 11 non-deposit trust companies. The department also has supervisory authority over mortgage lenders and brokers, finance companies, payday lenders, loan originators and credit services organizations. Clarence W. "Clancy" Norris serves as Kansas's Bank Commissioner.
As you may be well aware, the purpose of any good examination is two-fold; to assess and to direct. The Review Team's on-site examination was no exception. Having received another favorable assessment, the OSBC can again direct its energies to items the CSBS Review Team deemed worthy of mention in its final report. Rest assured, all OSBC personnel will be focused on addressing these items over the next five years and receiving an even more favorable assessment in 2010.
